Student Council Tax in Bath

Check full-time student eligibility, all-student and mixed households, course dates and the official B&NES Council Tax application route.

Check both the status of the people in your home and the dates that status covers. Being enrolled at a university does not automatically settle every household's Council Tax bill. Apply through Bath and North East Somerset Council and keep the decision.

Council guidance checked on 3 November 2026. This page is for accommodation within B&NES; use the relevant local council if you live elsewhere.

Check the full-time student test

B&NES's student-exemption page gives the main study conditions: a course lasting at least one academic or calendar year, averaging at least 21 hours' study a week and at least 24 weeks a year. It also sets out a separate route for some 18–20-year-olds on qualifying courses. Ask the council about unusual study patterns or uncertain eligibility.

The council says halls exemptions are registered automatically, but students living outside halls must apply. Do not assume updating an address with your university completes the council application.

Compare the household situations

The following are starting points, not a bill calculation. Liability, other disregards and the accommodation arrangement can affect the result; the council decides the actual position.

Household situation What to check with the council
Everyone is a qualifying full-time student Whether the home qualifies for exemption and the dates each person's status covers
Qualifying students and one other counted adult Whether a 25% reduction applies and who is liable
Qualifying students and two or more counted adults Whether another reduction applies; student status alone normally does not reduce the full bill
One person changes to part-time study or finishes The date the status changes and its effect on the household
Student living with a partner or dependants from overseas The council's specific eligibility and evidence rules; do not assume nationality alone decides it

B&NES explains how disregarded adults affect Council Tax. In a shared property, also establish who receives the bill under the applicable liability rules; a label such as “HMO” does not answer every Council Tax question.

Check course dates and gaps

Write down the start and end dates confirmed by the institution, the date you occupy the property and any change in study status. If housemates are on different courses, compare their dates individually. Ask the council how a gap, withdrawal, suspension or change of course affects the account rather than treating every summer as identical.

The council's change-of-circumstances guidance asks for prompt notification of changes, including people moving in or out and courses starting or ending. Keep the submission confirmation and the revised bill or decision.

Prepare your application privately

Use the current student-exemption application route. The council explains how it verifies student status with local institutions and when other evidence is needed.

Preparation item Ready / question outstanding
Correct property address and move-in date ____________________
Council Tax account reference, if issued ____________________
Course provider, student identifier and confirmed course dates ____________________
Student evidence required by the council for your institution ____________________
Details of the people living in the property and their status ____________________
Question about any gap or change in circumstances ____________________
Confirmation of application retained ____________________

Send documents only through the council's official service. Do not upload passports, student certificates or household details to this publication or put them in a public review.

If a bill arrives or an answer seems wrong

Do not ignore a bill while waiting for an exemption decision. The council's application guidance says to keep paying the billed instalments until it issues a new bill. Contact the council through that page's current enquiry details if you dispute the calculation or cannot manage payment.

When querying a decision, have the account reference, relevant dates, evidence supplied and the decision wording available. Ask which person or date is causing the difference. This is usually more useful than simply saying “we are students”.

Include the result in the household budget

Once the position is confirmed, record who is responsible for the payment and whether anything is included in rent. Use house-sharing questions to agree the household's practical arrangements and the rental budget to include the appropriate amount. Keep the bill and exemption evidence with your moving-in records.
