Rental property safety checks and records

Organise gas, electrical, alarm, energy and HMO records with responsibility, follow-up and evidence fields, keeping current and future rules separate.

A useful property file records what was checked, what needs action, who is responsible and when the evidence was supplied. A certificate alone is not a complete management system, especially if it identifies a defect or excludes part of the property.

Guidance checked on 3 November 2026. Start with the property and tenancy scope. This guide concerns residential letting in England; exemptions, specialist accommodation and HMO licence conditions can change the requirements.

Build a register around the actual property

Record the full address, building layout, supplied equipment, occupation and agreement type. Allocate a named responsible role for obtaining each check, arranging follow-up and keeping evidence. If you use an agent, make those responsibilities explicit in the appointment.

Current checks to locate and record

Category Current official starting point Evidence and action to record
Gas safety, where relevant HSE landlord guidance: annual checks by a Gas Safe registered engineer for relevant supplied appliances/flues; keep check records for two years Equipment covered, check and next-due dates, maintenance or defects, and the record given to tenants
Electrical installation GOV.UK electrical-safety guidance: inspection/testing by a qualified person at least every five years, or sooner where required Full report, next-test date, findings, required remedial work and completion evidence
Smoke and carbon monoxide alarms GOV.UK alarm guidance: relevant storeys/rooms, working-order checks and repair/replacement duties Locations, type, start-of-tenancy checks, reported faults and action taken
Energy performance Current domestic MEES guidance: properties within scope normally need at least EPC E or a valid exemption Applicable EPC, scope, recommendations, any registered exemption and its expiry
HMO-specific standards B&NES legislation, standards and checklists and the particular licence, where required Relevant conditions, fire precautions, inspections, documents and dates for required work

The table is a starting index, not an exhaustive statement of every duty. Furnishings, water systems, common areas and the property's particular risks may require further assessment. Use the council's current material and appropriate competent professionals to establish what applies.

Read findings and record follow-up

For electrical installations, the official guidance requires necessary remedial or investigative work within 28 days, or a shorter period specified in the report. Retain the evidence of completion and the required communication. Do not simply file an unsatisfactory report until the next routine test date.

HSE distinguishes gas safety checking from ongoing maintenance. A service and a safety check are not automatically the same task. Record the engineer's findings and follow-up as well as the annual record.

Under the alarm guidance, the carbon monoxide requirement concerns rooms used as living accommodation containing a fixed combustion appliance, excluding gas cookers. Avoid relying on older summaries that mention only solid-fuel appliances. Apply the guidance's scope and check the actual layout.

Record delivery, not just possession

HSE says existing tenants should receive the relevant gas record within 28 days of the check and new tenants before moving in. The electrical guidance similarly specifies delivery to existing and new tenants, along with requirements following remedial work. Keep a record of what was sent, to whom, when and how.

For tenancy information and deposits, keep the relevant evidence in the same property file but separate from safety reports. Written tenancy information and deposit information have their own content and timing requirements.

Record-register template

Use one line per document or action, and retain sensitive tenant information securely.

Record or action Source / scope Responsible role Checked or completed Next action / due date Evidence location
____________________ ____________________ ____________________ __________ ____________________ ____________________
____________________ ____________________ ____________________ __________ ____________________ ____________________
____________________ ____________________ ____________________ __________ ____________________ ____________________

Fictional example: an electrical report records further work with a stated deadline. The register holds the report, allocates the work, records the contractor's completion evidence and the date it was supplied. The row is closed only when the follow-up is complete; the next routine inspection date remains a separate entry.

Review when something changes

Revisit the file after works, a change of occupiers or management, a new appliance, a reported defect or a change in the applicable rules. Do not assume a room conversion leaves the earlier assessment or licence conditions unchanged.

Keep repair reports and appointments alongside the technical evidence. The renter repair guide shows the information a clear issue report should contain; the management process should turn that report into a recorded response and action.

Separate future standards from current duties

At this review date, the new Decent Homes Standard policy statement gives a 2035 implementation date and sets out the future private-rental EPC C/equivalent goal for 1 October 2030, with exemptions. Those future requirements should be planned for without replacing today's applicable rules.

The October 2026 Awaab's Law consultation concerns detailed private-sector requirements still to be implemented. Keep the dated reform status page with your review notes, and check official updates before relying on a future date.
